The purpose of the research - the article explores the strategic importance of the creation of agroprocessors in the regions in the development of the agrarian sector. To this end, the factors that are needed to create agroparks in the regions were analyzed. The role of agribusinesses in increasing employment, domestic demand for agricultural products and increasing export potential has been revealed. The strategic importance of the development of the agrarian sector in the formation of the country's food security is justified. The mechanisms of application of world experience in formation of agricultural parks have been analyzed. Problems of improvement of technological innovation implementation applications have been considered.

The metodology of the research - the research was carried out in accordance with the Decree on Creation of Agroparks in the Republic of Azerbaijan, the Strategic Roadmap for the Production and Processing of Agricultural Products in the Republic of Azerbaijan, relevant normative documents, research by agrarian economists and scientific researchers.

The practical importance of the research - the substantive provisions of the research and the well-grounded proposals could be used to improve the use of economic instruments to increase agricultural production in the regions and to increase the profitability of exports through exports

The results of the research – the development of the agrarian sector in the modern era, the identification of existing problems and the determination of basic approaches to the solution of problems, the development of recommendations and proposals.

The originality and scientific novelty of the research - to provide up-to-date perspectives on improving the efficiency of the agrarian sector and the importance of upgrading these mechanisms in line with the challenges of the new agrarian model.

The article evaluated the impact of agricultural development on increasing exports of non-oil products, and made suggestions on how to increase production and export of agricultural products. Evaluation of the role of the State Program on establishment of agricultural parks and economic regulation of import-export and agricultural development was evaluated. The study proposes ways to improve the infrastructure of agricultural production and processing, the application of innovative technologies in production and processing, and the improvement of production and export stimulation. The research is based on specific facts and existing legal documents.
