The purpose of the research - is to study the industrialization process of the Karabakh territory more closely and to show the importance of industry in regulating the development of employment and intensive economy by proposing strategic measures and recommendations to regulate the development of the industrial sector.

The methodology of the research - observation, analysis, comparison, grouping methods were used during the research.

The practical importance of the research –is related to developing the industrial sector of Azerbaijan, reducing unemployment, attracting foreign investments, management and optimal use of natural resources.

The results of the research - is to regulate the industrialization of the Karabakh territory, create new job opportunities, reduce unemployment and determine the result of strategic measures and plans that will help to the development of the economy of Azerbaijan.

The originality and scientific novelty of the research – consists of studying the patterns of regulation of the sustainable activities of the economic sector of the region and the effective use of its resources using foreign experience.
