Nowadays, the level of development of countries is measured not only by economic criteria, but also by the situation in its educational system and the existing personnel potential. This is not accidental. Because all negative and positive processes in each country are closely related to the human factor. A reliable way of comprehensive and sustainable development is to pay more attention and care to science and education and organize it according to modern world standards. That is why the West and other advanced countries of the world attach primary importance to this area in order to maintain their development levels and move towards new goals. The creation of a turn in the management system laid the foundation for the development of education, science, and the application of democratic principles to practical work. Carrying out reforms in the higher education system, introducing innovations in training practices had a positive effect on the high level of educational and scientific work in higher schools, and on the efficient use of the power of scientific potential. The Nationwide leader Heydar Aliyev always said about creating a globalized society which can be achieved only through science, education and new thinking.
