The purpose of the research - issues of strengthening of the legislative base of regulation of non-oil sector in Azerbaijan. Processes and mechanisms of regulation of priority activities of non-oil sector are analyzed for this purpose. The adequacy of the legislative base concerning stimulation of ensuring inviolability of the enclosed investments and activization of investment activities is considered too. Importance of creation of more stable and strong legislative base providing appeal of the investment environment in different spheres of non-oil sector is noted. Importance of regulation of mechanisms of activity in non-oil sector taking into account modern calls is disclosed.

The methodology of the research - the system and comparative analysis of definition of methodological approaches and ways of strengthening of the legislative base of regulation of non-oil sector in Azerbaijan taking into account international experience and modern approaches.

The practical importance of the research – results and material of a research can be used in strengthening of the legislative base of regulation of non-oil sector in Azerbaijan, preparation of new laws and acts.

The results of the research – conceptual approaches on strengthening of the legislative base of regulation of non-oil sector in Azerbaijan, recommendations and the relevant proposals are given.

The originality and scientific novelty of the research - essence of problems of strengthening of the legislative base of regulation of non-oil sector in Azerbaijan is disclosed. Importance of acceleration of improvement of the legislative base of formation of infrastructure and material and technical resources of non-oil sector of the country is improved. The strategic orientation of improvement of the existing acts and the specification of laws on development of non-oil sector taking into account modern realities is opened. Need of strengthening of effective measures on minimization of the barriers interfering intensive development of business in general of different spheres of non-oil sector is considered too.
