The purpose of the the research- is to identify favorable ways of systematization of investment, to study the development of conceptual aspects of the investment process and related indicators, to pick out stable principles and characteristics by showing their differentiation, to associate systematically and evaluate the mechanism of state regulation of investment in capital construction.

The methodology of the research - the methodological basis of the research is the scientific provisions of modern researchers on the trend of systematization of the investment process, decisions, orders, programs of the President of the Republic of Azerbaijan and the Cabinet of Ministers on the creation of investment conditions.

 The practical importance of the research - the study puts forward a number of proposals to improve the country existing legislation on construction investment, which can be applied to the improvement and revision of legislation, as well as the preparation of investment projects in capital construction.

The results of the research - is to reveal the impact of the mechanism of state regulation of investment activity in capital construction.

The originality and scientific novelty of the research - the mechanism of state systematization of the investment process in capital construction has been defined; proposals have been put forward on the development of investment legislation, legal basis of the investment process.
