INFORMATION-BASED MANAGEMENT OF INNOVATION PROCESSES: FROM THEORY TO PRACTICE AND ANALYSIS OF AZERBAIJAN’S STRATEGIC OPPORTUNITIES

A B S T R A C T

The purpose of the research is to comprehensively assess the current state of the innovation ecosystem of the Republic of Azerbaijan and to develop a strategic architecture for information-based management of innovation processes.

The methodology of the research is a multidimensional approach incorporating system analysis, regional comparative assessment, and a thematic review of macroeconomic indicators derived from the Global Innovation Index (GII 2024) and national statistical databases.

The practical importance of the research – to provide policymakers and business managers with an operational framework for transitioning from intuition-based decisionmaking to data-driven management.

The results of the research – although Azerbaijan has achieved major progress in the development of digital infrastructure, a significant efficiency gap persists between innovation inputs and commercialized high-technology outputs, further intensified by information asymmetry and deficiencies in venture capital mobilization.

The originality and scientific novelty of the research – the proposal of a National Innovation Management System model integrating big data analytics, statistical audit models, and digital ecosystem mapping to systematically address structural barriers.
