A B S T R A C T

The purpose of the research – to provide an analytical assessment of international experience in developing the service economy within the tourism sector, to identify opportunities for applying this experience under Azerbaijan’s conditions, and to substantiate a service-oriented tourism development model.

The methodology of the research – the study employs comparative analysis, a systematized literature review, a structural-functional approach, statistical data analysis, and methods for aligning international practices with Azerbaijan’s realities.

The practical importance of the research – the results may be used to improve tourism policy and state programs, develop service quality standards, expand digital tourism solutions, optimize public–private partnership mechanisms, and support strategic decision-making in the tourism sector.

The results of the research – it has been determined that the development of the tourism services sector has high potential for Azerbaijan’s economic diversification and sustainable development. In particular, the adoption of digital technologies, enhancement of service quality, the regional cluster approach, and strengthening public–private cooperation not only increase tourism’s contribution to GDP and employment, but also help reduce dependence on the energy sector.

The originality and scientific novelty of the research – the article provides a systematic comparative analysis of international mechanisms of service-oriented tourism and, considering Azerbaijan’s resource potential and governance environment, proposes a scientifically grounded, adaptable service-oriented tourism development model integrating digital integration, national quality standards, regional clustering, and sustainability principles.
