A B S T R A C T

The purpose of the research is to study the current state of employment and population income formation in Azerbaijan, changes in this area, factors affecting the employment market, especially the role of digitalization and the non-oil sector, as well as to examine the structure of population incomes, social protection programs and their impact on income inequality, and analyze economic development prospects.

The methodology of the research includes conducting relevant analyses on the analysis of data on the employment level of the population, the poverty threshold and the results of social assistance programs based on annual statistical indicators of the State Statistical Committee and other state agencies.

The practical importance of the research encompasses proposals for ensuring the sustainable and long-term development of employment and income formation in Azerbaijan. Digitalization and the expansion of the non-oil sector can make a significant contribution to increasing economic efficiency.

The results of the research include recommendations for improving regional and local development, as well as policies that ensure equal distribution of employment opportunities in relevant territories.

The originality and scientific novelty of the research lies in the connection of employment and population income formation in Azerbaijan with the digital economy, non-oil sector and social security systems.
