The purpose of the research is to apply investment and innovation mechanisms and strengthening of statistics in improving the efficiency of the use of human capital. The role of investment in modelling the use of human capital is given for this purpose. The importance of innovative approaches and innovative mechanisms to the effective use of human capital is investigated then. Problems of formation and strengthening of objective statistical base to ensure more systematic and long-term efficiency of human capital use in modern conditions are considered. Modern approaches to the application of investment and innovation mechanisms and the strengthening of statistics in improving the efficiency of human capital use in Azerbaijan are investigated too.

The methodology of the research consists of systematic and comparative analysis, methodo-logical approaches, scientific views of various researchers in the areas of strengthening statistics and application of investment and innovation mechanisms in the use of human capital.

The practical importance of the research the results of the study and the prepared proposals on the application of investment innovation mechanisms and the strengthening of statistics in improving the efficiency of the use of human capital can be used in the development of integrated activities and strategies for human capital development.

The results of the research are to prepare proposals and recommendations on the direction of investment and innovation mechanisms and to strengthening statistics in improving the efficiency of human capital use in the short term.

The originality and scientific novelty of the research is to reveal the essence of problems of application of investment-innovative mechanisms and issues of strengthening of statistics in improvement of efficiency of use of human capital taking into account requirements of global changes. Important actions to increase the attractiveness of the information environment and innovative mechanisms to ensure the effective use of intellectual resources are systematized. The need to develop and implement more productive mechanisms to attract investment in order to increase the strength and intensive development of human capital is justified. A block of proposals on the problems of the study is given in the end of the article.
