The purpose of the research - is that after the end of the Second Karabakh War, which ended with victory, a new stage began in the life of our country. In this regard, the following important goals are the restoration of our liberated lands (LTO), construction, development and resettlement of internally displaced refugees from Karabakh. To achieve these goals, a multifaceted, laborious and long-term work is being carried out in the country under the leadership of President Ilham Aliyev. One of these goals is the creation and placement of new industries in the liberated territories.

The methodology of the research –the measures taken in the country were considered, the creation of a legal framework, a consistent and systematic approach, methods of analysis and synthesis were used.

The practical importance of the research – the research can be used when locating enterprises in the liberated territories and when developing strategies, action plans, government programs in this direction.

The results of the research - are to achieve the location of industrial enterprises, taking into account the natural resources of the territories, using the positive experience accumulated in the liberated territories. Implementing the proposed proposals, the location of enterprises can lead to the development of transport, communications and other fields in the region, an increase in the supply of energy resources and raw materials for production, interregional and interbranch relations, complicate, increase the importance of environmental protection

The originality and scientific novelty of the research - the minerals of Karabakh will play an important role in the economy of Azerbaijan. There are many fields, the development of which will make a greater contribution to the economy of Azerbaijan in the future. One of these mines is the Veinali gold mine in the Zangilan region. In addition, the Zod gold mine in Kalbajar and the Gizilbulag gold mine in Agdara are examples. It should be noted that the volume of proved gold reserves is 132.6 tons. Its value in world markets is about $ 8 billion, which is quite a lot. In addition, Karabakh has many natural resources that can be used in construction and other spheres. The article identifies areas for the creation, deployment and mobilization of potential industrial resources using such resources.
