The results of the research - the basis for criminal liability is the commission of a socially dangerous act that creates signs of a crime. These symptoms are characterized as objective and subjective.

Originality and scientific novelty of the research - a comparative analysis of the concept of criminal responsibility in domestic and foreign legislation was carried out, questions about the foundations of criminal responsibility, the concept of a crime, as well as its signs, types and meaning were considered.
