National Leader Heydar Aliyev identified the need for agrarian reforms in Azerbaijan, determined their main directions, substantiated the strategy of this process and led the development of mechanisms for the preparation and implementation of their legislative framework. Systematic and purposeful mechanisms for implementing the planned strategy were developed, foundations were created for ensuring entrepreneurship and socio-economic development based on the formation of new economic relations.
